Our Construction Management services involve the professional oversight of a construction project from inception to completion, including project planning, scheduling, budgeting, and procurement.

We take on full responsibility for the delivery of a completed development, from initial stages to completion and handover.
This will include site identification, appointing and liaising with agents, lawyers, landowners, authorities and occupiers, the selection and appointment of the professional team, and ultimately the delivery of the project to the satisfaction of the client.
Our cost planning services are focused on making sure your project is commercially viable and generating the best return on the capital investment, and include:
Cost Planning and modelling at the early stage of a scheme – an assertive service focused on protecting your financial investment.
Life-cycle costing – an often highly-revealing service utilising a unique modelling system.
Specialist Capital Allowances advice – this covers, for example, expenditure on plant and machinery, industrial buildings, hotels, and research and development buildings.
Regular clients for some or all of the above services have included several commercial developers and funds, as well as the Natural Environment Research Council, Cedar Group, Mitie Group and Reckitt Benckiser.
A role for individuals with strong management skills and a detailed knowledge of construction processes, hence one in which we perform particularly well.
Becoming, in effect, the surrogate client and running the construction phase of the development, we administer the procedures detailed within the various contracts to reflect the procurement route appropriate to the project.
We also provide independent advice in managing and facilitating the change in processes and techniques within the property and construction environment through the appropriate application of ‘best practice’.
At Rose, we offer Risk Management and Project Monitoring services to ensure efficient, safe, and on-track construction and development projects. We identify and mitigate risks related to time, cost, and quality, preventing issues like accidents, defective designs, and supply-chain disruptions.
For funding institutions, we offer a structured approach to project oversight in two key phases:
- Pre-Contract – We conduct due diligence on developer proposals to confirm market viability and compliance. Our review includes planning, design, responsibilities, warranties, tendering, and regulatory agreements.
- Contract – We monitor progress through construction, with monthly reports on performance, quality, financials, and compliance. At completion, we verify safety files, conduct inspections, and approve final accounts.
